State Authorization

MUSC is approved to participate in the National Council for State Authorization Reciprocity Agreements (NC-SARA). NC-SARA is a voluntary, regional approach to state oversight of postsecondary distance education.

In accordance to the laws of each state, MUSC is authorized to offer online distance education programs to students who live in all SARA states, which includes all states except California. MUSC is approved to offer online distance education programs to students who live in California because California does not restrict public institutions from offering online education to its residents.

NC-SARA Distance Education Complaint Process

Students who wish to file a complaint about distance education covered by this agreement must first file a complaint with MUSC using the student complaint website, Report It. If the complaint is not resolved, students may contact the SC Commission on Higher Education (SC CHE), which is South Carolina's SARA portal agency.
